Naggir don't follow him? Looses his temper and slaughters them!
First off, I'd like to know what the "Naggir" are if they're not the Naragi.
If they are the Naragi, however, there are a couple of things to keep in mind with the main one being that this happened well over 12,000 years ago when Saradomin was still adapting to his powers. A lot of things have changed since then with Saradomin's patience and wisdom being two big ones. In Death of Chivalry he expresses deep regret for his actions at the time whether you choose to believe they are genuine or not (though I hardly see any reason not to believe him).
The Sir Owen incident? The poor fellow ends up corrupted!
Just because someone isn't 100% pure and innocent doesn't mean they're a bad person. In retrospect, we should actually be worried if the wand COULD revive Owen flawlessly with Saradomin using it as it would prove that Saradomin has done a great disservice to his patron trait of wisdom. A good way of thinking about this is to not see Saradomin as an infallible god, but rather as a wise and just king who, despite wanting to do all the good he can, must make difficult decisions from time to time which can't save everyone.

Mod Moltare has actually said recently that Garlandia's account wasn't completely unbiased implying there's more to this incident than meets the eye. Personally, I think she was involved with the rebels on New Domina and isn't (or at least wasn't) as pacifist as she claims to be.
