^ If that is true, Hazeel likely designed, or at least helped to design, the teleport connection to and from Ardougne. He and Khazard may have met at what is now the Deserted Keep (which is where the lever leads to) with the other Zamorak sympathisers back in the Second Age to discuss plans to rebel against Zaros, or that the Keep was where Zamorak used to reside.

Likewise, the Edgeville teleport lever may have been designed or at least used by Lucien to do the same thing. It is really very convenient that the Mahjarrat would only have had to take minute walks to the levers that would take them to Zamorak's keep for battle plans.

Another thing to take note of is that the Obelisk of Air can be accessed by the Edgeville Dungeon, which suggests there was an underground path used by mages to empower their weapons either for themselves or for sale. The same path is also used to access the Obelisk of Earth, which may or may not have been responsible for the creation of the earth warriors. This could mean that Paddewwa was an area used to gather all kinds of resources for the Empire, and also could have served as a bunker during the Zarosian Extermination.

Well the area was made game-wise in RSC back when Zaros was a glimmer in the Gowers' eyes. That needs to be taken into consideration. If they made up an explanation for it now, I'd imagine the punishment for many things was forced labor (gotta keep them contributing to society!) and then, once they died, being resurrected as skeletons for more forced labor! (why waste these perfectly good bodies?)

So let's say the entire cavern was a mine, and a lot of the monsters moved in over the years since it was a mostly uninhabited cavern away from all those pesky adventurers wanting their loot.

As for why it's connected to a crypt? Well once the bones crumbled on the skeletons from the stress and they finally collapsed, then they would finally get put to rest. There, lore done.
