Forced Labor in Paddewwa?

Do you think there was forced manual labor as shown by some clues in Paddewwa aka Edgeville dungeon? In the rooms before you find two ranks, then you come across a mining location with a cage that has a plaque in it written in something we can't understand. Alot of armed skeletons. And bones littered around the mining area. It appears if so the laborers dug out the area that was the Hill giants' and the other northeast idk what.

What do you think this facility and the cage was used for? Was it forced manual labor for criminals or certain humans?

I wouldn't be surprised. The Empire was all ruled by the Zarosians, but the people who oversaw them were free to do whatever they wanted, and if the Edgeville dungeon is the secret underground route for smuggling or unnoticed transportation I think it to be, this would make sense. A

After looking at the image I really hope that's the case. There's such a ridiculous amount of undead in runescape that just happen to be there with no explanation. T

I also have to give you some kudos for innovation. This is a nice change from the usual threads around here (not that they're bad). It's not common to look for lore in the visual from what I've seen, and most of the times people study texts rather than the world itself.

I wouldn't be surprised if it was criminals or humans, or indeed a mix of both. After all, there are skeletons in the Temple at Senntisten, which may have been humans worshipping there. And since Zaros advocates potential and making the most out of things, this theory is perfectly feasible. Armed skeletons indicate that there were human guards in the area too, and since the examine text on your image suggests something written on the cage, it's possible that the mine was used by prisoners to help build houses and offices in and around the Empire.

The way I see it, Senntisten stretches from the River Salve in the east to the western Varrock walls, and to the northwest of the present day Grand Exchange is a tunnel which may have been used to move quickly from there to Paddewwa.

What do you think of the Hill Giant cavern that the tunneling dug into which is west of Varrock? The one which you need a key to access if you are getting in from the small shack. Or did it accidentally dig into the ruins of Paddewwa? The Hill Giant cave is to the northwest passage in the image I posted.

I think you should add more visual lore threads like this, Pado. Like that one you and I were investigating around the Sword of Edicts in the wilderness. How the skeletons seem to be pleading or begging, or in terror while looking AT the sword. A

Seeing as Hill Giants are probably Bandosian, it's likely that they came to the dungeon after the God Wars. There are limpwurt roots there, so it may have been a farm. It could even have been an underground storage unit that got pillaged by the giants after the God Wars, and since there are goblins around the surface above, the goblins may have stolen some of the things there.

Another thing to take note of is the Barbarian Village and the Stronghold of Security, which just happen to be near Paddewwa. Was the Stronghold part of that place? Then there are the levers which take places to the Wilderness, which is known to be Forinthry where much of the Empire was based at.

Oh, and Ardougne has a lever connecting to the Wilderness too. This could mean that the Zarosians used to occupy that place as well; Hazeel used to be there, possibly back in the Second Age too.
