How about this? Sometimes you have a Sauron, others you get a Saruman.

In any case, neither Sauron nor Saruman are "recurring" -- they're part of a set narrative that has a beginning and an end. I would like to think that RuneScape/the Sixth Age is similar to that, rather than to the rogues' galleries and continuity clusterfucks of comics.
Patrolling Lore FC almost makes you wish for a Great Revision.

Eh, perhaps Gollum would have been a better choice than Saruman.

My point is, despite them being part of a set narrative with a beginning and end, they appear over the course of a multitude of books telling this narrative. One acting as the constant string puller behind the scenes, while the other plays a more active role as he pursues a single objective.

Nomad's been in what? 4 quests (NR, DAT, NE, and SE) and one bit of bonus story content (Tales of Nomad)? It makes more sense to use him again rather than introducing random bad guy 53 as the one who took the Siphon, especially since we already know that he has a beef with the gods. If he were to finally fully die and have his soul reaped after we deal with him next time, so be it, but, as it stands right now, he's a hanging plot thread that's in just the right place for this bit of the story whenever it gets picked up again.
