True although she doesn't seem to be too concerned about us meddling with her plan or slaying her avatar either. Plus she'd want to ensure the siphon stays out of our "mortal" hands or even potentially having her or her sister's power drained by someone like Zaros who could now have a vendetta against her and the elders.

Yes although this could all be because she has the staff and knows he won't be able to "drain" her without it. Since she does strike me as three steps ahead type of character. Plus she didn't really show any emotion when we spoke with her.

Difference being that Sliske is an interesting character and has a special relationship with the World Guardian. Nomad was designed to be a boss and barely rises above that.

You seem to forget that Sliske pretty much started out as the Mahjarrat who controls the Barrows Brothers and tried to make you into one. It really wasn't until his reimagining in TWW and subsequent character development throughout the following quests that he developed the traits you mentioned.
Beyond that, not every recurring villain can be the Joker. Sometimes you get a Bane, Killer Croc, Clayface, Mr. Freeze (prior to the animated series reimagining him and adding the backstory of his wife Nora), or the Riddler. And while they might not be as well received as the Joker, they add variety to the story, and make it so that when Batman actually goes up against the Joker it feels even more special and enjoyable.

You seem to have misread my statement. The "barely rises above that" part; point being, he only barely escapes being a stock antagonist.
