Since Xau-Tak is inspired by C*hulhu, and the Underwater City is inspired by R'lyeh, I think it's probably pretty safe to assume that Xau-Tak was in the Underwater City while the edicts were still up. Maybe Guthix trapped it there instead of banishing it? Or maybe it hid there.

While V does claim to have gone to worlds that Xau-Tak had destroyed in the Fourth/Fifth Ages, for all we know they could have been destroyed in the Third Age or earlier, so ***-Tak hasn't necessarily been elsewhere since the Edicts were put up. Although if that's the case, V was either unaware that Xau-Tak wasn't banished, or that he was unaware Xau-Tak was ever on Gielinor in the first place, and only noticed once he returned at the start of the Sixth Age.

Also, I'm probably late to notice this, but I just found out that Karamthulhus can be used in place of Sluglings when brewing Braindeath 'rum' in Rum Deal. The conspiracy stretches even deeper!

Ever since I learned of the C'thulhu influence in Xau-Tak, I've been convinced he's in the Underwater City. I'm now also pretty convinced he never really revealed himself, for what purpose I'm not 100% sure. If he does have the ability to see into the future, he probably knew how the God Wars would end, and didn't want to be banished by Guthix at the end of it.
Of course, if he can see the future, unless it's like other Seers in RS, where they only get snippets, and can't actually decide WHAT they see.. he would've already known that Guthix would eventually die...

Right, I was trying to look for Xau-Tak references and the dialogue with Kepple post-Let Them Eat Pie is quite interesting, though it could just as easily be a silly joke (most likely is). The only reason I bring it up is because of the wording of some of his phrases. Here's a transcript:

Kepple: I saw it. I saw all of it...
Player: Saw what?
Kepple: You don't know! You'll never know what I saw!
Kepple: The colours... all the colours... and sometimes NONE of the colors...
Kepple: The darkness came to me then... with the stench. It protected my mind.
Kepple: But the darkness is still there. The smell...the smell of it will never, ever fade...
Player: Wait... Isn't this a bit over the top from seeing Rolo get a little ill?
Kepple: A little ill? A little ill?
Kepple: The god themselves wept tears of blood at the things he brought to light. Things that should never have been!
Player:I... see.
Player: Well, I'll leave you to your mad babbling now. Have fun!
Kepple: No! Don't leave me! It will come back for me!
Player: Bye! Going away now! Have fun!

A bit of an over-reaction to the incident with Rolo throwing up, no? Notice how Kepple says that the darkness came to him to protect his mind with the stench. He didn't say it was the stench. And he says the darkness is still there, then later frantically begs you not to leave him as it will "come back for [him]!". I should note too that the Chef on the bottom floor is a bit of a loose cannon, but I hardly thing it is Xau-Tak's brand of crazy :P

Edit: Oh yea, I went here because it was one of the quests listed as being developed by Mod Wilson on the unofficial RS Wiki

Jack is creating zombie pirates in Xau-Tak's old temple, presumably in the Underwater City. But how? There's either a HUGE supply of black rock down there, or LOTS of remnant Xau-Tak hooberyjoobery, or Xau-Tak is there himself..... Bizarre Boron Fusswell, scryer extraordinaire. OSRS: POH ideas & RS3 minigames & achievement ideas !

Do you honestly think that Xau Tak's temple wouldn't be made out of his Black Rock?

How else would the final pirate quest have a boss arena with suitable gravitas?

How else would the final pirate quest have a boss arena with suitable gravitas?
If Xau-Tak himself is still locked in the Underwater city, as the connection to the C'thulhu mythos would imply, they wouldn't need his black stones to do it.
