I think Lethalintent is right.
Could they? Yes. Perhaps even they need a tool like the Wand of Resurrection if a person has been dead for a certain period of time, or has managed to have been revived before.
Even Saradomin was able to revive Sir Owen.
We also get into how exactly are they reviving the person in question.
For all we know, they take it literal and make a clone of sorts of the person, instead of bringing back the real deal. So now we have Zanik 2.0 instead of Original Zanik.
But to Elder Gods (at least up to Sliske's Endgame), life is an accident. Not intended.
We should not be here.
So why would they revive something that they consider a mistake?
I think there is one other thing to consider in the whole "could vs should" discussion:
The other Elders.
How many Elder Gods have died before the current revision?
They didn't do anything to revive Mah when she was stillborn (or not fully hatched)
There is no evidence they did anything for the other Elders who might have perished along the way.
You could interpret it as they weren't fully aware of the concept of death.
They might have had reasons for not bringing the others back (competition for anima, what might happen if there was a zombie Elder, it could have cost too much energy for little net gain like as the dead elder comes back at Seren's tier and the donating Elder is dropped as low ... thus they aren't really "Elder Gods" any more and can't build worlds).
Or perhaps they were fully aware of the concept of "death" and accepted the passing of their fellow Elders.
Or maybe, they just didn't care.
But whatever the reasons, too many eons have passed to do anything.
