also, what's their definition of 'revive'? is it still the same person or is it a new person with a body that's as close as an elder god can get to the old god's body?
It would be extremely hard to find a 3 year old quote, you sure you want me to find it for you? This was an answer given when someone asked if they had the ability to revive, and if they can revive Guthix. Answer is no to the Guthix revival, because "Why?" This Quote might have been a VIP Q&A, and it would be somewhere, or nowhere at all.

Not exactly. Xau lured horrors into the ocean. They drowned to death. He twisted their remains into his own designs. They were sent back up to draw more horrors into the ocean.
It's less revival and more along the lines of Dr. Fenkenstrain's necromantic, body part mix-and-match experiments. Not something even remotely needing an elder's power or even the power of the wand of resurrection.

I present to you a counter point or three: Rabid Jack, Mi-Gor, Mechanical Murphy. They are more or less the same form just with levels of decay. Rabid Jack may have no decay at all. We'll see.

Again, that’s nothing necromancy can’t do. Zemouregal brought Arrav back as a zombie with the memories and personality he had in life. Senlitten was brought back as a mummy. And though she initially could not remember much, she’s been steadily regaining her memories. All of Sliske’s main wights appear to have maintained their original minds when they aren’t being bent to his will.
Really, it just seems to be a matter of a powerful/lucky enough necromancer actually wanting their undead creation to retain their memories instead of making a brainless slave.

Never said that resurrection couldn't happen or that the elders were incapable of it (just that they can't bring back a god anymore than anyone else). I wouldn't say that Death resurrects us though as that implies we properly died and entered the afterlife to be brought back from (it's more like Death just isn't filing our paperwork).
My point was that nothing Xau-Tak has done constitutes resurrection in the slightest. It's all been stuff that powerful necromancy has been capable of performing. So even if we could use resurrection as an indicator of elder god levels of strength (we can't, since a mortal centaur could do it), there's nothing that indicates Xau-Tak is capable of resurrecting someone.
