I think that Sailing, as a concept, is so empowering and refreshing that it will never truly die in oldschool. I think there's a good chance it can pass a poll, if you stick to the core concepts of sailing;

1. Go onto a new voyage
2. Discover new(randomly-generated) land
3. Receive treasure or some other skilling-related bonus

Randomly-Generated Land
What could this possibly entail, other than the endless amount of content it could produce? Brain-storming;

Low-level Voyages
- Pirate coves and such, with treasure chests ranging from gold to a large assortment of gems(Sailing-level dependent). Sometimes, these chests would require a lock pick to open, giving a reason to level other skills besides just sailing(concept very similar to Stealing Creation) to pass.
- Find a rare Pudding Coconut/Banana trees for a small boost of farming EXP
- Find a rare tree, acquiring logs never before seen on RuneScape. Could be used for firemaking EXP, sold to an NPC in tanaris or used in magic, such as creation of new teleportation runes. Decent WC/FM EXP.
- Voyages would get progressively harder with better rewards, and smart players with good skills would have to take advantages of acquiring materials from islands to continue the voyages
- PvP would be possible but in certain areas. In addition, you may sometimes encounter other players in your voyages(rare chance). In such a case, it will be a "resource race" who will get to the rewards first.
- You can find a habitable, tropical island which you can replace your house with(size depending on voyage).

Ship Building
- Would take large amount of mats and some time for NPC's to build(2-4 days).
- You can only do medium / high voyages with higher level boats

Ancient Kingdom of Lemuria
Hidden deep in fog and rocky shores.

For the Rewards:

One of the sunken ships you encounter during Sailing could be searched for a sturdy chain.

Use the Chain with the Barrelchest Anchor to give it an attack range of 2-3 [same distance as a halberd]

I haven't read all of it because too much of a read. (I'll be sure to do so once I'm afk skilling). Yet, I must say you must have spent quite some time on developing such a detailed idea which I do support. I've took a look at page 3 and it certainly seemed interesting. Regardless of such detail, I do like the concept of the skill and I voted yes on the poll back then, when Jagex offered a simplier version of sailing but sadly it didn't pass. Honestly, I think your idea should be published by Jagex and sailing be given a second chance to be implemented to 07. ^_^

Not really, it's been a very serious and popular idea for many, many years, before even construction was a skill. But, for whatever reason, Jagex never did anything with it despite its popularity as a potential skill. Eventually they went so long not doing anything they made an april fool's joke pretending it actually did happen, a bit like they did in RS3 with the "dragon plate" and "dragon kite" from diango.

But it's important to remember that it was a serious idea first and foremost: it became an april fool's joke because it was popular, not the other way around.
