A substitute to the Grand Exchange 2 ideas.
An in-game forum-style exchange. Basically go to one NPC, I was thinking the wise old man in draynar, and you can post things you want to sell/buy for whatever price. The NPC would then have your item until it sold or you withdraw your offer. If you are buying an item that no one is selling, the buy offer will not stay in. Instead, the item will be put on a "watch list" so the NPC can send you a notification, like just appear in your chat box, stating that someone has posted the item you wanted for x price and to hurry before someone else buys it. You should be able to have a max of 3 items on this "watch list". Searching for an item would be just like the grand exchange where every item in the game is listed to browse through.
An in-game Market Place. In every world and in every city there is a market place, such as varrock where the newspaper and the bear furs are sold or ardougne where all of the stalls are, there will be a NPC that teleports you to the grand market. People can buy stalls within the marketplace to sell goods and drops at whatever price they wish. Buy offers my also be placed within the stalls. The stalls should be in different areas based on category such as herblore, runes, equipment etc. You may own one stall in each category. The amount of goods you may sell should per stall should be based on the cost of the stall. There would be a number of stalls to buy and should be bought in order with the price increasing every time as well as the number of items you may sell. There would be 2 tabs for buying and selling both with equal amount of available slots for goods.
I suggest this because I'm tired of buying items off of bots that sometimes don't even trade with you. If the items are put up for sale with no guide price I don't see a problem. Also, I feel like more people use other sites for trading. If there was an all around trade system in the game there would be no need to go to another site.
