Honestly, I am a bit ignorant to details of IT issues such as "engine support", but you guys do often pump out visible eye glows with other things; a pseudo-gaze if you will.

Rather recent additions include: multi-master skillcape hoods, rune ethereal and ghostweave sets headpieces.

I recall earlier in this thread a user commented one of the big issues was that the photo Imp would only capture head-slot items.

I still posses the physical Vernal Gaze, and much like the the correctly colored loyalty outfit pieces** did start as items.
But are now only obtainable as mystical cover-ups courtesy of Solomon's shop.

Suggestion:
Maybe an option to have the photo Imp recognize gazes or even a small loyalty points buy-in option.

I'm rather sure the effects slot is the only slot to not have an item that can be bought with runecoins.

Ya, I miss my colonists outfits green ascot, and the peoples with dark elf hair and mangy werewolf furs are very dissatisfied still.

The issue is NOT that the gaze effects are glowing.

The issue is that Jagex doesn't have any way to change our eyes independently of hair-style (while it's visible) or head equipment (which supersedes hairstyle when it obscures it). In order to facilitate this they would have to re-work the engine to allow our eye state to be changed independently of either of those things - which may take a lot of effort depending on how exactly the "behind the scenes" of those things working works.

Honestly I'm all for them re-working the system - especially since it would let us customize our character a little more then we can currently, by allowing us to adjust eye colour independently of equipping certain hairstyles and/or head equipment.
