That looks like the Umbral helm with a tectonic mask edited together? Could be a glitch too but its definitely those two items

If you look at the point where the hood and mask meet near that "wedge" in the tectonic, there's an ever-so-slight tinge of blue from the Umbral mask that's normally below the hood. @Lisaa_RS - Followed by @Runescape

The top is GameBlast 2015 bandana, the top and bottom is desert trapper set, the cape is deathless regent shroud, gloves, and bow are spirit hunter, and boots are barbarian. Hair is the tribal feather, which is why there is a band and feathers on top that seemingly looks like like a second head item. Also black chic scarf to blend into the bandana. Black eye glow to make the eyes look less derpy. Assassin Stance in frame one, and Spirit hunter stance in frame two. Boots and cape are the same custom color of faded brown/grey.
