There is no need to add partyhats to SGS, if you want them but are unable to grind the gp you can always buy bonds.

You need to understand that partyhats are mostly sought after because of their rarity and as display of wealth. Adding them as a direct buyalbe override would ruin the already existing ones because the aren't rare anymore.
