Our justification for this is that upon original release they were meant as a fun item for everyone to play with. The game was an experiment not meant to last for a very long time, the game did last. While there is a small population that would be very upset at the loss in value of their party hats, majority of the player base would be excited to finally get to enjoy wearing the item.
Let more than the top 1% of the game population enjoy them, we've lost so many with the RSC and RS2 split and then with multiple hijacked accounts that were banned for botting.

The RS3 Community is treated like
RUBBISH
due to constant TH promotions.
Don't buy keys on Treasure Hunter, if you do Jagex will only make more TH promotions

no absoutly not because it would devalue the actual party hats by a billion times, if anything they should add 50 of each color to the game from old banned accounts that had them on them and that have no hope of return to help stide the value of them but not make them completely valueless
