No support, it would devalue phats. They should stay what they are: a sign of wealth. No one in osrs cares about phats because everyone has them: this would cause the same. Plus if someone has privacy mode on, you wouldn't be able to tell who's got a real one and who doesn't. No point devaluing phats for the sake of someone wanting to flaunt fake wealth. If you like how phats look and want something similar, I support the idea of creating new ones that are untradeable.

As much as I'd like to be able to see my character wearing a party hat, this would completely devalue them as people could get the cosmetic effect via real-world money.. unless you're planning to let Jagex charge tens/hundreds of thousands of USD on them, in which case it'd work.

I was mostly joking, it'd be kind of a cheap move on their part to do that even at such high prices. Jagex gets a lot of crap for microtransactions as it is, they'd get even more if they started selling cosmetic party hats, even at high real-life prices so as to avoid devaluing the physical items.
Plus, there's the morality aspect of it: is it really right to take away the exclusivity of veteran RSC players having access to them? It's one of the same issues that I raised over the token system for the Premier Club, this year.

Is it devaluing to create new, Nontradeable, new colors, only buyable for different billions of gp in game? Similar, yes, but they will never hold the title or status that comes from the Originals.
These are intentionally lesser status than the Limited Rares that are the Tradable

White Partyhat
,
Green Partyhat
,
Red Partyhat
,
Purple Partyhat
and
Yellow Partyhat
. These new colors are so more people can have something to show they are hard workers capable of achieving Billionaire status, without sinking 5b for the title.
Which in my opinion, the Originals would be given a far greater respect from more people, since they're seeing new, intentionally lesser, but still impressive versions around more frequently as more people become Billionaires. Adding to the total popularity of Partyhats in general.
This also supports bond sales for partyhats.
