Talk to Xuan who is located near Burthorpe Castle as well as Varrock Square. If it is indeed lost, they should return it to you. If you've exhausted all of the chat options and it hasn't been returned, double check your bank, inventory and worn inventory. If it still does not show up, try logging out and in and repeating the previous steps

I'm sorry to hear you've been scammed, unfortunately you cannot get your items back but you can report them in game for scamming. I would recommend deleting them and possibly adding them to ignore as well if you know their name. Never trust anyone in the game and do not trade your high valuable items without checking both trade screens and being 100% sure you want to trade for the items that are in the trade. Also, never drop your good items on the ground
