There has been talk in game that Runescape Management changed , some people left, and new people came in. I don't know the specifics, however it must be true. Runescape used to be fair, it was never about real life money, everyone was equal - The Runescape motto was that real life wealth had no impact to the game and players. This is one thing that made Runescape popular. It has changed now tho , Its all about how much in real life Money you can pay to look better, do better things etc: These $ making schemes are total BS.

Search the item on the official runescape wiki thing. It's +10 magic and 5% magic damage. Plus other stats.
The previous RS management team was moved/fired. Namely Mod Poppy (quit in disgust or fired), Mod Matt K (transferred elsewhere in the company), Gowers (they probably kept a lot of it under control)... various other great Jmods who I don't know their names.

Jagex Lied to us saying the bank Space would be available SOON in the Loyalty Shop after it was released into the Solomons store !
Money Hungry Greedy Liers were making so much cash off that purchase they said efff it lets keep collecting cash on this and not let loyal players have it ...

Search the item in the Runescape website's w*kipedia. Then click on said item. It says it had stats there.
I'm pretty sure they made the entry themselves too because it was there as soon as this news post came out.

We basically have 2 choices now that runescape is run by a group of pure businessmen rather than people that care for the game players.
#1 Spend your cash if you want to fit in with the game.
#2 Quit - start playing a new game that actually respects the game.
