Your whole statement is comparable to saying "I don't care about the traffic lights saying not to go, I'm going to do it anyway because I'm sure that they don't really mean or know what they are doing."
First; I take it you don't then care that you won't be getting your reward and won't come round these parts complaining that you didn't?
Second; Stores DO NOT "sell to other stores." By contract, they buy their cards from a known source, which has tracking of and reports which card numbers were sold to whom, and all buy at the same pricing. Thus, the card issuers can offer specific rewards for specific routes of purchase, as they have. It also allows the original source (Jagex) of the product (cards) to track demographic information of various sorts, and if they were sold *****-nilly amongst anyone who chose to, those would not be useful demographics. The stores sold to are also, I am sure, contractually obligated to not resell them except at retail price.
And think (it might hurt) about this: why would any store "sell to other stores" at what would have to be a discounted loss for them for it to be an incentive for the second store to buy them? Otherwise the second store could buy them from the source at the same price as the first one.
And even, and I say this despite the fact that they don't, even if they DID sometimes sell to other stores, you'd have to be very very fortunate to hit the right combination of chain of sales to get a card that would work.
Third; Yeah, these stores know that there are sooo many RS Game Card purchasers that they can "lure" them into their stores to see other products and it's going to be a productive expenditure of time, effort, money, and contractual violation. Real loss-leader item there.
