@ all players who haven't got the note yet,
try to relog each 30 mins you should get it when you been member trough all days of august if you don't got it today yet you should try ask billing support about if there has been a gap in august sorry for the delay and the problems.

Question. I made this account few weeks ago (14th of August I think.)
I subscribed to members in 23rd.
I won't get the XP right?
BUT. My subscription will end in 30th of September.
If I re-subscribe BEFORE 30th of September, will I get the second reward?

If you believe you should get the note and havn't and are really worried about not getting it you may want to contact billing support though they may be busy at the current time.
To contact them hover over the support button above play now and click on billing support this should tell you how to contact them.

you wont get the august xp thing but you will get the september if you subscribe before =) .
@ alex martz you tried to relog already ? if yes try to ask billing support if there has ebeen a gap in august.
