As wild and crazy of an idea this may sound, you need to make the removal of botting much easier, much much easier.
Im not suggesting you give every legit player a way to ban bots on sight (although that would be simply amazing), but some kind of new script that immediately runs through the system to check for botting programs as soon as a possible bot is reported by player.
On a daily basis, I ,without a doubt, report more than 100 bots as im simply walking from town to town. Im by no means a computer programer, but anything like this would make a dramatic effect on the botting situation.
Hell, use your player moderators to their full potential. Give them some kind of extra "powers" against the bots. These days, do mods even have the ability to mute gold farming spammers? I cant even tell you how many times ive seen a mod walk past a group of them and do nothing.
All im saying is, if possible, you dont have to rely on the people you pay to sit behind a desk. Power to the players.

Whilst it's good news that you won't directly sell xp and gp, the SoF does that, especially with the new convert to coin options. You can argue all you like that you aren't directly selling xp or gp, but at the end of the day someone who buys SoF spins ends up with a lot of xp lamps and a lot of gp.

I saw someone on the forums who bought $1000 worth of spins and got the 99's he didn't want to get himself. He has a max cape now.

Jagex claims that they won't sell 'gold' and 'items' directly, yet through the Squeal of Fortune it is an indirect method. The results are the same regardless. The big difference here, is that Jagex is trying to minimize what they are actually doing. So it isn't direct, like clicking on that God Sword, Pay 19.95 and there it is in you bank.
Jagex chose a horrible method of doing it, through a game of chance. The Squeal of Fortune is gambling, being targeted towards minors, and Jagex has proven what it is through their marketing tactics.
Jagex speaks of Integrity, and trying to keep the game balanced. I have seen evidence from the players themselves, that have purchased their 99's through the Squeal of Fortune. What is the point of playing at all, when players are just buying their way through the game? I have seen J-Mods ask "Why does it bother you? You don't know that the person next to you has bought spins, unless they tell you."
That is just it, they boast about it. And, just knowing that players can 'buy their way to success' changes the entire mentality of the game play. It unbalances everything. The community is split between pro-spin and anti-spin players now.
The SoF does not improve game play and the RuneScape experience. It detracts from it. Jagex's relentless marketing of it ruins the experience, the very ambiance of the game.
Jagex's integrity, is to ban gamblers and RWT from the game, yet engage in it themselves.
You want to prove that you are integral and have the best interest of RuneScape in mind? REMOVE THE SQUEAL OF FORTUNE! And stop marketing this gambling to minors. Jagex's change of Ethos, is doing great harm to the game, and this community.

Jagex, the news makes it sound promising, and I sure do hope it is as promising as you make out, however remember the last "Bot-Nuke"? It took what? A week for bots to be stealing my precious coal yet again. Please make sure you can at least get rid of them long enough for players with only 60 mining to get some ore without being raided by literally 4 bots at once.
As for Solomon's General Store, I think it is way overpriced, but I am not criticising since it provides little 'practical' use other than Bank Boosters. I think the Squeal Of Fortune was a great idea in itself but again, buying spins is overpriced and that could be used to buy money and xp. Another thing for squeal I think would be useful would be to make items in a set available as a set, so players don't end up with half of it, or at least put them in the loyalty shop later on. The Loyalty Shop is absolutely amazing and you should focus more on that than on Soloman's, a lot more players want to be considered Loyal than Loaded.
