In the eyes of the law, it isn't gambling. This isn't jagex logic, it is how the legal system is set up. If they wanted to, they could have a chance for no reward at all, but allow a free, but impractical, way to get the spins - something like writing a letter and sending it to cambridge, asking for one spin.
You can't call it "Jagex logic" - it is the legal system which has specifically allowed these loopholes to exist.
