Cute how my post gets removed. Hard to handle a bit of truth?
The amount of time you've allowed the masses of these bots to hoard resources exceeds the amount these few players did. Fix your game so issues like this never happen, maybe then irritated Runescape players won't risk their account to abuse these bugs.
Hire a team solely out there to ban the masses of these bots, stationed in popular botting locations, maybe then less ranting of the bots will occur. Or wait, you won't do that will you? Is it because you profit off of these bots? Give me a break.
Take a look at online games that have failed. As the veteran player base ceases, the game is turned over to the newbies which would generally quit in a certain time frame. This in turn causes a gradual decline in the player base. Soon you would have to shut the game down, rename it, implement it elsewhere, etc.
In this case Runescape won't be mimicking that pattern, but instead would be 92% botted player base, (wonder if it's already there) discouraging future players from even attempting to get on. I quit Silkroad due to the bots, wonder if I'll do the same here?

For those of you saying it's Jagex's fault for having the bug... yes, the bug was at the root of the problem, but that's no reason to abuse the bug. It's not like the programmers at Jagex want there to be a bug. I'm nowhere near that level of programming, but I know it takes a lot to find a bug like that. There are only so many Jagex employees, but there are millions of players. Jagex can't possibly test every single thing a player could possibly do, so it's pretty obvious that the player population would be more likely to find the bug. Even though there aren't that many players with max cash stacks, someone found that bug and decided to abuse it.
It's not like the bug abusers don't know they're breaking the rules. If you're getting cash out of nowhere, and you're doing it for personal gain, you're cheating the game. And really, if you already have that much money and you're so greedy for more that you'd purposefully abuse a bug, you deserve to be banned.
Maybe it wasn't necessary to name the players, but it is a good way to show the consequences of cheating.
As for bots... there's no way for Jagex to really get rid of them all. It would be awesome if they could, but there are so many programmers out there who could care less about Jagex's Terms and Conditions, so they make bots for money. It's like a virus... soon after Jagex comes up with a solution, bots make changes to find their way around the block.

Good job so far. But hopefully you have banned everyone that traded with those accounts regardless of amount or how long they have played.
They all bought the RSGP, and if they didnt then they act as mules and what not.
Also there are a few accounts that passed you, The bug abusers posted a pic with todays date and the account having all GE slots with max cash.

Hmmm good point made there Evilrutabaga sorry for the late reply. ... I personally have never came across a bug that i know off . but if i knew it was there like money appeared in my account i would report it as i don't believe in cheating. I play long & hard and have spent to much money for someone who hardly gets any to be a cheat.
Good work Jagex by all means. and go get the botters ... and we can be all happy gamers again at last.
