For those of you saying it's Jagex's fault for having the bug... yes, the bug was at the root of the problem, but that's no reason to abuse the bug. It's not like the programmers at Jagex want there to be a bug. I'm nowhere near that level of programming, but I know it takes a lot to find a bug like that. There are only so many Jagex employees, but there are millions of players. Jagex can't possibly test every single thing a player could possibly do, so it's pretty obvious that the player population would be more likely to find the bug. Even though there aren't that many players with max cash stacks, someone found that bug and decided to abuse it.
It's not like the bug abusers don't know they're breaking the rules. If you're getting cash out of nowhere, and you're doing it for personal gain, you're cheating the game. And really, if you already have that much money and you're so greedy for more that you'd purposefully abuse a bug, you deserve to be banned.
Maybe it wasn't necessary to name the players, but it is a good way to show the consequences of cheating.
As for bots... there's no way for Jagex to really get rid of them all. It would be awesome if they could, but there are so many programmers out there who could care less about Jagex's Terms and Conditions, so they make bots for money. It's like a virus... soon after Jagex comes up with a solution, bots make changes to find their way around the block.
