Each time Jagex does one of these promotions, I must say that it is more of a step in the right direction. Instead of instantly earning experience, now you'll actually have to participate in the skills to get the bonus xp. However, it's not a replacement of the old experience lamps, merely an addition.
I've made my feelings clear on this in the past, but I'll just state that with the SoF and all these promotions, each time you're taking this game one step closer to 'pay-to-win'. Your long-time supporters and veterans played RuneScape specifically because it was not pay-to-win.
Just something to keep in mind. :)

Can you hear us. Not read the words, but hear us try to explain why we invest money and years into RS?
It was an unfixed race. Like any sporting event is supposed to be. For example Football (American or European would do) If you have a set of people participating on an even playing field, people will come back for years, to play and watch.
If one team knowingly has advantage because of outside of the game events, both the players and the audience will not stay around, and it will eventually die.
