I think that might be open to abuse.
The best thing you can do is use the tools that we all have access to: report and ignore. As this article explains, Jagex takes this rule very seriously. We can all make a difference by reporting the individuals that break the rule.
Maybe you should do something with the party hats. Some of The users on w2 who trade party hats are the ones that are part of these rwt sites. Maybe you should monitor them.

I think that's a great suggestion. We need to keep in mind that RWT stretches beyond GP in-game and extends to rare items. Considering how seldom rares are actually traded with such high prices, like the 70-100B blue phat, there should be a system in place to detect if there's a massively lopsided trade.
jagex will you also shut down playerauctions they have been around for about 20 years now and are a major rwt site for variety of games. arcus gold and bogla isnt the only major titans of selling gold

I've had a few advertisements appear on EXP tracking websites that claim that they're run by the ex-owners of Bogla Gold. This could possibly be looked into?
