No, the in game cosmetic is not available to purchases made after that date.
I bought my hat on the 20th of August and received no code. The Support Centre isn't being particularly helpful (as it isn't directing me to a number I can call or an email address I can contact) and I've checked my junk folder as well as all the others. I'm not quite sure what to do other than post here about it.

No need to be perplexed or desperately contact the support center. In the post it says that we don't get the codes until around a month has passed. Take a look at the calendar

Well pretty much everyone i know has already got thieirs so..
A faction-themed head-slot cosmetic. Its look will vary depending on which god is the most popular. We're letting our artist go wild with what it looks like, so expect something suitably awesome!

Got my code now too, very disappointed as it's just copied of an existing item (helm of Zaros) obtainable for free. This statement

clearly was a lie.
If you go back to page 27, you'll see how I complained of the hat as I felt it was falsely advertised because the picture and the hat are not similar. The strap on the back is black instead of cyan. So I guess I should've seen it coming that the statement regarding the in-game item is not correct either. This all seems very odd as I've always been happy with the quality of Jagex's actions; updates, items and customer service to name a few.
I am still happy with the cap, the wrong colored back strap is not a big deal, especially as I knew there's an in-game item which I would lose too if I returned the hat. And while this in-game item is not the only reason I bought it, it still was a grand part of the buying decision. Maybe if there wasn't an in-game item I would've returned the cap when I received it and noticed it was faulty. That's all speculating though.
Point here is
that instead of
"something suitably awesome"
we got a slightly edited version of an item that already exists. Why this happened, that's something I would like to hear an answer from a Jagex employee.
