Try to remember these items have been out for a fair old length of time; if you have the equippable versions from their initial release then you've had all that time to look elite and well ahead of the pack.
As far as giving out free overrides to those who already possess the originals - its a nice idea but I'm not sure how complicated that process would be or if it's even possible. I'll note it down though.
almost 4 freakin months...great customer support you have here Jagex...i'm not going to shut up, and your not going to take anymore of my money, once my premier membership is done...i'm done. I get better customer service on the phone talking to someone one i can barely understand and my issue is resolved the same day or with in the next few days...it doesn't take them 4 freakin months with out getting back to us

I'm sure is is possible. In instances of mistakes, such as the bot banning issue that banned several honest player, Jagex was able to find each wrongly banned player and restore them. If they can search that kind of stuff in their player base, then why can't they see who has a promotional offer version of these items?
I think they'd rather not do it out of laziness
