Try to remember these items have been out for a fair old length of time; if you have the equippable versions from their initial release then you've had all that time to look elite and well ahead of the pack.
As far as giving out free overrides to those who already possess the originals - its a nice idea but I'm not sure how complicated that process would be or if it's even possible. I'll note it down though**

why does jagex over think everything? a simple way to do this is for example the flaming skull was released around june 2011 (this is an incorrect date, im too lazy to find actual date) you look at the span of may 22-june 14 of the people who purchased a game card. (before you bs us about it cant work that way then how did you do like mad may and sizzling summer? answer: you specifically said that you had to look at each individual account thus this working!) then the people who purchased it will either
A) get the solomons coins for it
B) get the solomon* item
C) also get their keepsake keys back (if used)
D) (very unlikely) jagex invites us to cambridge to have a pizza party and beta test some new content.
you already screwed me over on the shadow dwarvern armor, please dont do it again

I used to really get behind the promotions that you would release and talk them up to people who saw them as "just another Jagex lure" and quite frankly, maybe I should have just listened to them.
WHY would you release, or rather RE-RELEASE items that were meant to be promotional and unique that you promised as "limited"?
You know, I hear a lot about how "scamming is bad", "report a scammer", "there is no place for scamming or dishonesty in this community", etc. but I'm beginning to see a lot of dishonesty and mistrust on Jagex's-end each time they go back on their word.
All I know is, I'm upset with your decision to place these unique and timeless items into a store that will forever offer them for a small, real-world price when I had anticipated that these items would one day be considered rare and unique for how they were obtained. You had something... These items have lost their sentimental value to me.
Please, PLease, PLEASE give some consideration to those LOYAL to you who go out and support the ORIGINAL promotions.
Hope someone on the team over there sees this.
