It will most likely come out either tomorrow, or Wednesday. I'm a tiny bit more sure it will be released tomorrow because the maintenance that was supposed to be tomorrow was postponed, probably because Jagex didn't want to make players wait to train a skill that had just been released.
Don't get all hung up on divine locations guys, they are only one of the new features of divination. Lets all explore the skill a little after it comes out, then start flaming Jagex.
Its not that Jagex didn't want to make players wait... they need a maintenance to release a new skill. That mean that the skill will surely not release early...maybe not even Tuesday. They probably found a huge bug that let player get 200m exp in 1 click. We never know with Jagex
