Increase the skill total requirement for polls, and continue to increase the requirements to vote in polls as time progresses. Perhaps, play-time is a better measure than skill total.
100 total is achievable in a couple of hours; not enough time to understand the community, feel, dynamics of OSRS.
I am sure veterans and players who have invested lots of time into their account do not want masses of "noobs" running their game and making the decisions.
People who actually play the game consistently and devote true effort into advancing their characters are the only people deserving to influence any future developments.
Since people all have different life situations and play styles, I'm sure we can write a book arguing what "consistently" and "effort" means, but I'd say 3 hours per week that the OSRS has been open (a decent play session, at least once per week) is a reasonable, healthy measure.
So, to summarize, any future polls should require a commitment to the game of 3 hours*the week of the poll.
e.g. A week 4 poll requires 12 hours of play-time; A week 20 poll requires 60 hours of total play-time. Perhaps keep this up for 6 months and call it good. At 6 months, that's only 72 hours. Someone who really wants to vote in the poll can no-life that much from scratch in less time than the poll will be open.
