Sadly this message wont be noticed by any of the persons answering the questions, but I'll leave it here anyway:
How about the rares? some of them are from 2004 and if you can find them nowadays in RS it means that it's very old, hence being rare.
In 2007 you could find this items, just like you can now, but the thing is... if everyone is starting fresh, it means that technically, nobody played the game before, which leads us to the question, are there going to be any rares?
It's great if you bring the 07 version back, but if you only do a very few amount of worlds the game experience will be terrible for most people, I would say.
If everyone starts at level 3 with level 1 in all their skills, this means that for a long time a huge amount of players will be doing the same thing until the levels open up new opportunities.
This means that you will probably need to create a lot of worlds at the beginning that will eventually end up being kind of useless in the future.
I don't know if you are able to do so, but if you are you really should consider giving back the stats people had back then(I am aware of the fact that you said you wouldn't do this, but please reconsider). This would also be a good money making move for you since it's obvious that many players like me who have been playing for a long time might feel very interested in playing this game like it was in the old days again, but having to level up again all the way up can be quite boring, specially with the situation reported above.
I mean, even if you open up the servers a lot of players wont come back because they don't want to spend that much time.
As you said, you are a business. Business is a money making tool, why not get some more money while "fully" satisfying your players? At least it's a way more legit way to make money rather than selling stuff for irl money like saloman shop and such.
