Well actually it's more like 75K on average, however that is only how many players are *currently* online. As some get on, others get off. There are probably hundreds of thousands of different accounts that log in every day, but never more than 100k online at once.

Will these possible content updates (if this gets enough support) be updates that are already in the main game (i.e. the new quests, d&ds, mini-games since Aug 2007) ? Or will these be brand new updates that are not in the main game and will be separate from it?

YES!!!!

AFTER SO MANY YEARS, IT WILL COME BACK! RS WILL FINALLY RETURN TO OUR HEARTS. WE WILL FINALLY BE ABLE TO LIVE THE GOOD OLD TIMES AGAIN. I'VE WISHED FOR THIS DAY EVER SINCE RS 10TH DECEMBER. AFTER SO LONG TIME. SO MANY BAD MEMORIES WITH THE NEW RS. MANY NIGHTS OF NO SLEEP.
