It's a good idea, but how much will the key cost? Will we have to buy a new one even if our account is wrongfully banned? Theres much to consider coupled with the issue of sending out a key to every Runescape player, what if they don't want to give away their address?

Did you read my whole suggestion? I said they can sell a one time use key generator that would generate the encrypted key on a store bought usb drive. You could buy the physical device local and just download the key software to make the secure key on your own.
add to that a provision for free recovery of a software key just in case the hardware is damaged and your good to go.
Wrongful bans can just be reinstated no cost and the key cost would be something relatively low but high enough to make it un profitable to make mass tossable accounts.

@quantum evil if you're talking about something like the little USB dongle that Pro Tools uses to stop people from stealing its software, that's waaaaayyyy too asinine for a game as large as Runescape. Plus what if you lose **? What if it breaks? Too many complications for something like that.

Losing it would be your issue and not one that would be expensive to fix. I already covered what if it is damaged.
You could come up with lots of reasons it wont work, but fact is, the software alone will ALWAYS be temporary. The bots will get around detection again and we will be back to where we started. You have to make it to expensive and time consuming to mass bot.
Ok, so you ARE talking about something like a Pro Tools USB dongle.
First, something like that might not be available in all countries
Second, they could not release something like that all at once and be readily available to everyone, just like how the game cards were only available in the UK for MONTHS before they came to the USA
Runescape is way too large to use something like that and stuff like that is usually reserved for expensive software like Pro Tools

What are you doing about RS gold advertisements on the internet like google? Isn't that against the law? Can you take google and other search engines to court for advertising RS gold? I would think that would but an end to botting if farmers can't advertise.
