The problem is that about every world has loads of bots on many different places.
It looks like Jagex anti-bot software doesn't work as well as they stated, so I guess they have to ding manually mostly. That takes time. A LOT of time!
If you want to get rid of all bots and keep up with them (ban bots at least as fast as new ones are created), you need lots and lots more mods.
I don't know how complex it is to verify that someone is a bot, but how about hiring an army of minimum wage employers to do that for you so you can focus on more complex tasks yourself?
Plus I personally don't think the "three strikes and you're out" rule is very effective, especially against accounts that are 100% botting from the start. If people, let's say from gold trading websites, know that their bots can go ahead for a few days, weeks or even months before getting banned, they can make a decent buck in real life with them before they end up in the shredder.
