In one of the livestreams, they said reports are aggregated. If there's an area that's getting a lot of bot reports, they start figuring out how to apply botwatch to that area.
So if there's an area you want cleaned up, report a lot of bots there, get your friends to report a lot of bots there, then (of course) wait.
As for "nukes," it's an arms race which the bot makers will always win. Jagex worked for a year on the nuke. Bots were back in 3 months. That's why Jagex switched from a prevention approach to a detection approach. The success rate of their detection at the moment is another topic, though.
