Jagex's wording is irritatingly ambiguous, but for the thousandth time:

THE RAIDS ARE AT ONE LOCATION AT A TIME, **T ALL OF THEM AT ONCE.

Watch your game news feed at the hour, it will tell you where the raid is happening: "Snowmen are arising at *insert place here]!"
