To be honest, it really isn't about the specific appeal in question, but perhaps a discussion on why this was happening in the first place.
Why also the ban appeal system remains so draconian and autocratic. From reading forum posts (current and past) it seems many posters are quick to jump to the (incorrect) conclusion that somehow the number of posts regarding incorrect bans, has anything to do with the legitimacy of the issue that they are highlighting.
It is simply and sadly not as you would imagine, that if Jagex are banning players mistakenly, that the forum would be awash with complaint threads.
It doesn't surprise me in the slightest that this is such an under-represented issue on the forums, let's break it down:
To start, the forums themselves are relatively under used. The first thoughts of players who have just had their accounts banned are unlikely to be "Lets provide feedback to the Runescape Forums", understandably it would be how to appeal and recover their account, be it via the in-game support system or email support.
When this fails, they will inevitably either quit the game, or vent on other mediums to try and get their voice heard, but as you well know, those that do this on the RS forums, will be directed by players or player moderators that they should take their appeal elsewhere, as the forums aren't the place for it.
So in a nutshell, the only threads and posts that do make it, are ones from players who have experienced/know of the issue, but have other accounts they are still playing. And let's be honest, what incentive is there for them to take time to provide feedback, when the response of the majority of forum users is to accuse them of macroing and are of the view that if it hasn't happened to them, then it isn't happening to others.
It is a thankless service, and most players quite understandably decide to just get on with the game, hoping that this issue won't afflict them in the future.
