Yes. Someone playing the game with the deliberate purpose of annoying other players. That is indeed harassment, and people should be banned for it.
Better yet: The developers of this game should stop making things that people can use to annoy other players with, but I guess that is wishful thinking.
The answer is to either do your skilling elsewhere (e.g. on a different world, with less annoying players), or to use your own portables instead of leeching off other people's - then you can go somewhere with no other people at all.
Yes, those other players are being annoying and childish - but that, sadly, is no different from the way some people act in real life too.

That's victim blaming. Players shouldn't have to be displaced from a world/area they're in because someone else decided to harass them to the point of unbearability and is receiving 0 consequences for it. This is especially the case regarding harassing skillers using dedicated skilling content on worlds dedicated to the activity they're doing.
Another flaw in this is that you're presuming that the skiller is using someone else's portable as if they can't have either set it down or extended it. This also disregards other ways they may have committed to the activity such as active buffs they'll waste time on if swapping worlds or get wasted from being obstructed from making use of them by other players. Generally if portable is there, the player(s) who set/extended it are still there using it and being affected by harassment regardless of who else my be using it and which affected player is currently bringing up the issue. There's no participation quota to meet to make the player's complaint about something that affects their gameplay worth acknowledging.

No, it's a practical solution to a problem that Jagex is either unwilling or unable to address. Waiting around for someone else to solve the issue is not an effective strategy, as is clear from the fact that this long-existing problem is still with us.

That's not really a solution so much as getting run out of your skilling space and possibly losing out on your portable and buffs while doing so. The skilling area is still rendered difficult or impossible to use effectively and a suitable replacement for the setup you had isn't necessarily available. Those trolls specifically seek those places out and will move with the player groups to continue their harassment.
Problems are still problems even if they go years unaddressed and that doesn't mean it won't eventually get something done about it. That's why people have to keep talking about it.

Hah; back when splasing was a thing on OSRS I had my subwoofer blow out one time when I tele'd to lumbridge. The sound of multiple people hitting a splash at the same time and then having that sound amplified
each
time it's played and allowing people to do that in teleport areas was gross oversight and quite frankly Jagex showed they didn't care since it took so long for them to address it.
That
was disruptive behavior (clearly the only reason to be doing that in lumbridge was to be seen and heard; got myself a few cat medals with retaliation
), and presumably for reasons outside of that splashing is now not a thing in that and some other areas.
Someone using a transmog on-top of a tile near or on you can be unintentional, and I almost wouldn't trust Jagex to be issuing moderation actions based on this. Not every macroing ban is legitimate and Jagex can actually track those with finer detail
Do the skilling somewhere else. You're in a popular area doing something, and people with transmog are also in a popular area doing something. You also get the benefit of potentially not running a jet engine and wasting energy for no good reason; I'd rather my laptop not be blowing 40W+ just bank-standing at the GE; I can bank-stand in Varrock at half the power
I as a paying player want my money to go toward something else other than trying to fix this issue I've never ran into. And realistically, Jagex wouldn't want to be losing money from the people with the transmogs; they get banned, they (likely) won't pay. Yet the people getting "disrupted" continue paying even with the disruptions.
