This has already been discussed here. Zuk was talked about before osrs was even a thing back in 2012/13

it was in the "seven tiers of godhood" back in march 2013 so for them to be able to release that then it would of had to of been discussed and accepted long before the release of this. to accept its actually canon to the lore.

so yes zuk has been a god for a long time in rs3, hes just been released to the physical game now though. osrs and rs3 share a lot of the same lore.
so no rs3 devs did not steal it from osrs
its just been in waiting to be released.
either way jagex ideas are jagex ideas, not really stolen
