If you have already gotten your Thieving up to level 15/20, then you can also acquire cowhide from pickpocketing H.A.M. Members (both females and males, respectively).
As long as you HAVEN'T completed the miniquest "Lost Her Marbles" however.
It's nice to be important, but it's more important to be nice.

As long as you HAVEN'T completed the miniquest "Lost Her Marbles" however. thats news to me, so add another skill THAT IS NOT MINING OR SMITHING that is a requirement for access to leather. we need a method within those skills that gives leather!
