If you mean regular Player and Forum Moderators, then I do not think it's a good idea to bother them constantly with that. They are players first and they wish to enjoy their time in-game as much as you and I would. If a P-Mod (although they cannot publicly state their status here on the Forums) wishes to post their ideas and opinions here, I'm sure they'd. That's the same for Forum Moderators and we have already gotten Theos to share his ideas.
Messaging Moderators -- any of them for that matter -- isn't ideal as they have the right to enjoy the game as much as you'd like to. Conversing about your idea here on these Forums is the best way to raise awareness of what's going on.

Now, if you do wish to speak to a Jagex Moderator, then you'd have a higher probability of catching one at Twitter, Reddit or Discord. There is always one Jagex Moderator online and you may be able to share your ideas with them. Just know that a response may not be guaranteed as they use Discord to relax, sort of speak. Some of them even say, "I am unable to help with account issues" due to the fact that most people message them for account favors.
But hey, if they are there in Social Media, I don't see why you couldn't contact them with your concerns
