As a rule of thumb, you don't register more than one account in a forum. It doesn't matter which forum it is.
For Runescape, since your ingame accounts are linked to forum accounts, it's a bit of a different story. I'm not certain, but it's definitely a bad idea to: use multiple accounts to aid in a discussion, item bidding, circumvent warnings, etc.
Can FMods use their alt account unlike other forum users? Unlikely. FMod accounts are regular accounts, which are not created by Jagex, but are their own personal account.
If the FMod accounts were solely for moderating - then yes, they would be able to use their personal account for regular forum usage, similarly to how JMod accounts works - but that's not the case for FMods.
In neither of the afforementioned cases I listed, would it be OK to violate the rules. They are regular users with moderation panels. You can expect that internal matters and decisions won't be shared with the public.

No, FMods are expected to follow the forum rules on all their accounts. It's a question of the personal integrity expected.

Probably, as this would fall well below the standards expected of FMods on the forums.

Summed it up nicely, and before someone posts you're not an F-mod at one time they were apart of the team. Saving just a bit of paperwork going forward

Yes, they may. Why wouldn't they? Forum Moderators are regular players like everyone else.

No player is above the Rules. I'm sure that if an F-Mod is misbehaving on their alt account(s), it will be promptly caught by Jagex or other members of the Moderation team.

I'd presume that the answer to this question may not be publicly available, but just like Jagex is able to check for alt accounts whenever rule-breaking is occurring, it's no different for F-Mods or all Moderators and volunteers for that matter. In fact, they are more scrutinized than anyone else.

Losing their status is always dependent on Jagex and sometimes on themselves if they were to resign from the role. We regular players cannot really speculate or know what determines if an F-Mod loses their status or not, but we may all agree that if they are not behaving "modly", the status may be removed.
