In a way I agree with you. Most of my post count is to do with moderation. These days though and over tha last few years my post count has been going ok posting normal none moderator posts. Which I like and I hope the Community like too. Now the rules are much better it's more fun on these forums to post basicly anything you want to post. Very little gets action taken against it. Yet 10-14 years ago you got a mute for even saying Microsoft or Google... Yes it was that bad and now we can all post links to safe sites etc.
I really do hope the forums can become bigger and better then ever and more people using them. Sadly due to Social Media I can't see it. So we have to make do with the Community we have and keep everyone happy.

Yes, I can vividly remember that. I totally forgot how many forumers I had to mute for saying the words facebook, youtube, twitter, reddit - it was part of the policy of keeping people here in RSOF, limiting their chance of being redirected to other websites. Heck, even mere mention of a Runescape fansite earns a thread lock a decade ago.

You did say that in a thread about the 'General Forums'. I do fail to see me being 'inaccurate', but I know you didn't say that.
I too would like to see a more vividly RSOF but as long as Jagex/JMods aren't allowed to spend time in The RSOF, due to them being too much distracted/pestered/bullied and whatever more what was claimed a decade ago, we see less activity in here.

There should be some incentive to use the forums at this point, it's like the same 20 people all the time. At least make the forums seem more modern, otherwise no one will want to be on here. There doesn't need to be an in game reward or anything, but come on, some basic functionality is completely non existent here. I was going to post this in off topic but realized it was very relevant.

Modernizing The RSOF doesn't necessarily make The RSOF more occupied/better as it is the 'content of posts' that brings quality. If players are asking an answer for technical issues/Rules-issues in Forum Help/account issues I fail to see that modernizing The RSOF would be helpful in such cases.

You totally misquoted me and Tuffty, the context of our conversation was the RSOF policies more than a decade ago.
Where as a decade ago there were unwritten rules that obstructed players when posting we now face the same principal of unwritten rules obstructing players to write things down the way they are used to do in real life.
This thread is a perfect example of such situation.
I think unwritten rules is more or less equivalent of
apply common sense

anything not covered in rules may be moderated at staff discretion

Of course they knew the rules were ridiculous. Don't forget chatting to other forumers was against the rules so saying hello x would get your post hidden.
As to why they would uphold such ridiculous rules with an extreme amount of vigour we can only speculate. lol
