It's the same for me. And yes, I have cleared all of my cookies. I always get the whole website in Spanish.
It just happened to me now. I clicked on the comp cape rework article on the front page of the Runescape website and it said that the page was not found and when I reloaded everything was in Spanish or a language similar to it. I only know English and Japanese so I don't know how to change back to the English page.

At the very bottom of the page you'll see a little flag icon. If you click that, you can change the language back to English!

Had the same thing just happen to me. Comp dev article unavailable sends me to home, then bam site's set to Spanish.
I can't seem to get the site to stay in English.
Even with my account logged into the forums here, if I open the homepage in a separate tab then it'll default back to German.
I can't see any obvious flags in cookies or local storage, so I can't see where it's getting this from.
Not certain if this was fixed, however it does still happen to me. The page loads in German in Google chrome. I live in Central USA. I've confirmed that my browser is set to English and it's the only language present (although it does offer me the option to translate).
I'm also having the issue of the website loading in Portuguese. Doesn't seem to matter whether I load from a previously saved link (which was in English) or browse for the link. Using Google Chrome.
