But do the red cups not get associated with underage drinking now? Or are they used for many different occasions?

Whether they have that association or not is irrelevant. Unless the police know for a fact that you're drinking underage, they can't do anything. If they see a bunch of people in a house dancing and drinking out of red cups, they can't do anything about it until they see beer in the cups.
