When a task is preferred, there's no extra weight added. There are simply 2 rolls performed every time you get a task; if the first one is something you preferred, you get that. If the first roll isn't a preferred task but the second is, you get the second. So it seems to me preferring just doubles the chance.

Should get them about every eighth task if it's working properly! Though if you have a lot of tasks on you block list, then it could go as high as a quarter I suppose.
