There still is legacy comp if you like a cape with random requirements, which only will need minimal maintenance as soon as you've obtained it once. Basically nothing would change for you in that aspect then.

I think they could just release a combat cape. Better stats than max, close to, but still less than comp - zero perks given. You can buy multiple combat capes for... 700k?... and then add 2 99-capes to it. Naturally, there should be a ton of reaper unlocks, 106 slayer, and other tasks to complete ( 1600 kills in dom tower ), since it doesn't depend on questing anymore.
No need to rework achievements or capes.
As new content is released, give a heads up it's coming. Then give 2-months/60-days, upon release, before losing your comp cape. 3-months/90-days for trimmed updates.
Now give the trimmed comp a buff - a 4th cape?
Give IFB the passives.
Update:
If you play achievement based from the beginning, then you're on track for an easy comp. And today's interface is a lot easier than before the museum was created, and after the museum was created.
The new combat cape would be good for alt accounts too. But still, no need to rework the capes.

I agree with the new line of thinking for the capes, I would like to see the pvm achievements found for a bit more that slight stat perks, but it's better that the 3 months of CW we require before game completion, though on the tier 3, go ahead lol.
