Apparently it has an effect? I've heard people talking about certain orders giving priority to other perks (the list on the right lists priority going from highest to lowest) - I've yet to notice it myself though.

If you can find a combo that puts both clear headed 3 and reflexes higher, do that.

e: If you want my personal opinion, I wouldn't even bother trying to get 3. 2 is pretty rare in itself (1x harnessed + 4x stunning), and variable comps are a pain to get outside scavenging. Unslain Bosses - Clan

For example I put 1 bandos with 3 other components, genocidal is in the middle of possible perks. But when I add strong as the 5th component, genocidal goes to the top of the list. Same thing with reflexes. 1 harnessed and reflexes is in the middle. When I add 1 dextrous harnessed goes to the top. 3 stunning 1 dex 1 harnessed has reflexes on top and clear headed 1 after it. I was wondering how to bump it up to rank 2. But ran out of variable comps.. Questing Clan of Runescape , T7 Citadel, capping not compulsory. Free cabbage.

Well I had over 600 variable components saved up from scavenging. Thought I might as well put them to good use!

And the results were... exactly what I expected them to be... >_<
