Undoing a change made in 2012 (EoC) is not going to magically fix RS3. It's not even the game's biggest problem any more. It's improved quite significantly over its release (it was messy, everyone pretty much admits that). It still has its issues, but it's nowhere near as bad as it once was.
The biggest issues that let the game down are:
1) Micro-transactions - probably the biggest one. People absolutely despise this: paying more real cash to access more content and/or get further ahead. It's why it's hated. Yeah, you can pay with micro-transaction content via virtual currency, but that wouldn't be possible if it didn't come from real cash first. They'd never have made TH for RS GP only. It only works because real money is the supply (for bonds that gives people the ability to buy micro-transaction currency with virtual wealth).
Getting rid of this will likely draw back so many people. It's the destroyer of games.
2) Update quality - it's been lacking a lot lately. The last content that engaged me was Telos and that came out in 2016. I still interact with it to this day and ignore pretty much everything else. Nothing better has come out for me yet and I'm probably not the only player that thinks this. Can you think of anything of relevance to mention about the years 2017 and 2018 in terms of updates? I can't. Nothing big anyway. Nothing that says to new people, or OSRS players, "Holy fuck I should play this to try that".
3) Advertising - Do you see this game advertised anywhere? Nope. It doesn't even have a large presence on Twitch. Since the OSRS streamers moved to their own category, RS3 dropped significantly because it barely draws any viewers, thus is almost at the bottom of the "Browse" section.
OSRS gets a lot more advertising done through Twitch (their tournaments help loads) and the recent Mobile. Bound to get more people from that.
RS3 shows no effort to attract new people. That's why it's dead and lifeless in comparison. Not because of EoC.
