I have to say its been really interesting looking at all the possibilities of what people think should be done.
I comped in 2012, purely for the BIS cape, and the ease of deciding what to wear whever I went - as said above its just the go to cape whatever you do, and I think that's something that would be terrible if it was lost as I think that should be at the core of a completionist cape.
When I went for comp, there was a TON of stuff on that cape, and it was a big battle to keep it as more stuff was released, which was great, it made you get through the content and know it and get (pretty much) every unlock that came with new releases (remember those pesky new recipies, or harmony pillars anyone?
I stopped playing not long after Arraxor was released (nothing to do with the boss, I just got bored), and I came back a week or two ago fully expecting months and months of reqs to catch up on to get my cape back. I have been shocked at how little the reqs have been since. Menaphos and Arc seem to be the only things that are substantial (apart from the quests and skills)
I didn't realise these capes had ever caused a problem, it was just the general HLF moaning about botched updates usually, and having to go a week or so without a cape - how terrible!
Back then I thought there was a pretty clear message on what the cape was - everything that could be unlocked needed to be (hence livid farm) and everything was participated in - probably covered by the music unlocks? It seems this may not be so clear now, and I really don't know since I've not been around the past few years to follow the drama.
I would be well up for there being more reqs put into the comp cape, perhaps 10 rep in all menaphos areas, as those all give unlocks. I'm sure there are other examples too.
What I really don't want to happen though, is making it purely a cosmetic override... that would be absolutely terrible.
Nothing in here about trimmed comp, as never gone for it, and never will
