I would say comp is not worth the effort plus when some people obtain the comp cape, their view of the game and it's updates change for the worst and it becomes the complainionist cape.
For what I need and desire in a cape, the max cape is sufficient. With it I have:
-a customizable cape
-a teleport to the max guild
==with a G.E.
==With a bank
==with a nearby prayer and summoning restore
==the boss portal
==the garden portals
-the cape has a +5 prayer bonus with +26 in all styles and 44 armor
-most importantly
the only upkeep is when a new skill comes out and when the skll is elite or goes to 120, only 99 is required.
I find training skills to be more rewarding and more "game-like" than some of the comp cape's "chore-like" reqs.
Returning to stats, the completionist cape only has +1 prayer, +21 armor, +17 in all styles, and a 300 hp boost over the max cape. While this is an improvement, it is something that I can easily live without. As for other bonuses, it has a built in ardougne cloak 4, ava's alerter, fire cape/TokHaar-Kal for ice strykewyrms, spirit cape, bonesack(e), max cape and Jerrod's cape. Personally I can easily live with not having this combined cape feature as the effort to get the completionist cape is vastly more than the effort needed to get one of these other situational capes should I need one (which is rare for me).
EDIT: Lastly, it depends on your own playstyle. You cab get the max cape by playing the game as your xp will usually get there eventually [assuming you do not bankstand too much]. Things like tears of guthix and other d&ds can help with it. As for the completionist cape, it requires you actually going out to earn it. Some people accidentally max earlier than expected, but seldom do people unintentionally complete all completionist cape reqs.
